The new fibre optic cable will take the same path as the existing communications lines to the home and will distribute from the same location inside the home as the existing services. There is no charge to have the fibre optic cable place to the home.
There will only be a charge for the communications services (internet, TV services) that the resident agrees to with the service provider. The resident is not providing consent for free services, but rather for the free infrastructure to be built on the premise, so that, at a later date, if they choose to purchase/subscribe to a service provider, the infrastructure will be ready.
